Mackerel Cakes with Lemon Balm Pesto

1 can Mackerel, de-boned and skin removed
1 green onion chopped
15 saltine crackers, crushed fine
1 egg
1 teaspoon lemon juice
1/4 teaspoon salt
Oil to fry
